Performance 2007-2008
 
Leicester is improving performance in many of the areas it has identified as priorities in its Local Area Agreement (LAA) 2007-2008. Sixty-five percent of the targets were
were either well above or near the target by March 2008, 24% were not met, (and data was not available for the other 12%).

That's the conclusion of the performance report presented to the Leicester Partnership Executive on the 16th July 2008.
 
A few examples of areas where performance has exceeded the target are in reducing the levels of some crimes such as common assault and personal robbery, the percentage of homes in the city being brought up to the Government’s decent homes standard, the level of street cleanliness, the percentage of people who are longer term benefit claimants, and the percentage of mothers who are breast feeding their babies for longer.  
 
But some examples of areas where we need to do more are to continue to improve educational attainment, reduce the levels of teenage conception, get more people off benefits and into work in certain areas of the city, improve life expectancy through tackling health issues such as smoking and obesity, and continue to tackle crime, particularly where it is drug related.
 
Performance against targets in the Local Area Agreement is monitored and reported every six months to Government Office for the East Midlands. 
 
This is the final performance report on this agreement as a new LAA has now been signed for 2008-2011.

Comprehensive Area Assessment (CAA) from 2009
 
From 2009 CAAs will provide the first independent assessment of the prospects for local areas and the quality of life for people living there
 
Unlike the current Comprehensive Performance Assessments of local councils, the new CAA will not focus on just the performance of individual institutions and local authorities. It will focus on the outcomes for the area as a whole and its people, secured by local authorities working alone or, more often, in partnership.
 
It will take into account the experiences and views of the citizens in the area. look across councils, health bodies, police forces, fire and rescue authorities and others responsible for local public services, which are increasingly expected to work in partnership to tackle the challenges facing their communities. The CAA will be delivered jointly by all the inspectorates responsible for assessing those organisations and services. It will also be tailored to the priorities for each area, focusing on those outcomes most in need of improvement.
 
The improvement priorities in the Local Area Agreement (LAA) will be key. The assessment will judge the likelihood of the targeted improvements being achieved and  where appropriate, will identify barriers to that improvement.
